Yes, nearly all celebs have man mail addresses, so they would obviously acept fan mail.
Most celebs dont reply, otherwise they would be thousands of letters to reply to.
BUT, there have been some cases where fans leave their number and get calls off of the celebrity, e.g Michael Jackson has done this before, on several occasions.
